The Pentagon has told Texas federal contractors that Greg Abbott’s order does not matter and they must be vaccinated.
Here are the guidelines for Texas defense contractors:

Greg Abbott has no legal right to prioritize federal law
It is a basic citizen. As a governor, Greg Abbott has no authority over federal law / executive order. Joe Biden is the President of the United States. His vaccine mandate dominates whatever orders Abbott may or may not issue.
Governor Abbott cannot prevent federal contractors in his state from getting the vaccine.
This is called the supremacy clause. It is in the constitution. Federal law is the supreme law of the land. Joe Biden has the power to set the terms of employment of federal contractors.
The Pentagon was right to send a message to Greg Abbott that he and his “order” could be stoned.
Abbott cannot indicate the terms of the federal agreement and there is nothing he can order that would exceed President Biden’s federal authority.
If contractors want to keep their federal contract, they have to follow Biden’s orders and get vaccinated.
